アフリカ市民協議会（CCfA）は11月24-25日、総会を開催し、新たな大陸 規模の執行部（理事会）を選出した。新執行部は第６回アフリカ開発会議 （TICAD VI）へのアフリカ市民社会の完全参加をめざす。
【2015年11月25日、ナイロビ（ケニア）発】2007年に結成され、日本がリードするアフリカ開発の ための多国間の枠組みである「アフリカ開発会議」（TICAD）への取り組みを継続して進めてきたアフリカの市民社会ネットワーク、「アフリカ市民協議会」（CCfA）は、2015年11月24日～25日、ケニア 共和国ナイロビ市ハーリンガムに位置する「モナーク・ホテル」（Monarch Hotel Nairobi）にて総会を 開催し、新たな執行部（理事会）を選出して、次回TICAD VIに向けて、アフリカ市民社会が完全参加 する準備をより一層整えることに成功しました。TICAD VIは2016年、20年間を数えるTICAD史上 初めて、アフリカで開催されます。新たな理事会の最大の任務は、1993年に始まったTICADイニシア ティブの共催団体である日本政府やアフリカ連合委員会、国連本部、国連開発計画および世界銀行、ま た、アフリカ諸国の首脳や関係国際機関、その他、TICADの参加者全ての前に、アフリカの市民たちの 声を届けることです。
CCfAは、ケニアが2016年のTICAD VI開催国に決まったことを受けて、ケニアで総会を開催する ことを決めました。総会は、CCfAが主導し、その他のアフリカの市民社会、並びに日本側のカウンタ ーパートである「市民ネットワーク for TICAD」の協力により開催されました。CCfAは、今後TICAD 史上初めてアフリカで開催されるTICAD VIへのケニアやアフリカ市民の関心喚起、動員に向けて活動 します。CCfAの新たな執行部は、アフリカ大陸の５地域（南部、東部、中央部、西部、北部）全てを 代表する理事により構成されています。
CCfAは2007年、政策提言のための市民社会ネットワークとして設立され、2008年に開催された TICAD IV（第４回アフリカ開発会議）、およびG8洞爺湖サミットに向けて、アフリカ市民社会を巻き 込んでいきました。以後、CCfAは2009年～2012年にかけて行われたすべてのTICAD IVフォローア ップ閣僚級会合や、2013年に横浜で開催されたTICAD V（第５回アフリカ開発会議）に参加し、政策 提言を行ってきました。CCfAは、特にTICADプロセスにおけるODAや海外直接投資等を通じたアフ リカへの開発投資のモニタリングに参加することに最も注力しています。新しく議長に選出されたマウ ンゴ・ムーキ氏（Maungo Mooki）は、「私たちはアフリカの持続可能な開発を加速させるため、アフリ カ諸国やアフリカの民間セクター、アフリカ人海外移民が健全に協力するよう取り組んでいきます。ま た、私たちの政策提言はアフリカ首脳やアフリカ連合、アフリカの地域経済共同体（RECs）などを対象 にしており、これには開発パートナーや民間セクター、海外移民、アフリカの富裕層が含まれます」と 指摘しています。
CCfAとその日本のカウンターパートである「市民ネットワーク for TICAD」は、2015年2月にウ ガンダの首都カンパラで開催したTICAD VIに向けた共同戦略会議で採択した提言文書「TICADプロ セスを通じたアフリカの持続可能性に向けた開発への努力促進を日本に要求する：2016年TICAD VI アフリカ開催のモメンタムを使いこなす」（Urging Japan, Through the TICAD Process, to accelerate

development efforts towards Africa’s Sustainability-Utilizing the Momentum of TICAD VI in Africa in 2016）をもとに、TICAD VIに向けた準備を進めてきました。CCfAの3か年戦略計画の実施や、新 理事会の選出、2015年2月のカンパラでの2016年TICAD VIに向けた上記の成果文書を実施するた めの総会からの職務委任等、総会での目的はすべて達成されました。
総会では、2015年11月から2018年11月までの任期を担う新たな執行部（理事会）を選出しまし た。代表には、南部アフリカ開発共同体（SADC）地域代表としてマウンゴ・ムーキ氏Maungo Mooki （ボツワナ）が就任。副代表（アフリカ問題担当）には、中央アフリカ地域代表のウィリブロード・ゼ ＝ングワ氏Willibroad Dze-Ngwa（カメルーン）が就任、また、同じく副代表（国際問題・アドボカシ ー担当）には、前CCfA理事会顧問のムンタガ・トゥーレ氏Mountaga Toure（マリ）が就任しました。 また、東部アフリカ地域理事のオリーブ・ムンバ氏 Olive Mumba（タンザニア）が会計担当責任者 Treasurerを兼ねて就任、西アフリカ地域理事はウマル・ポール・コアラガ氏Oumarou Paul Koalaga が就任、北アフリカ地域理事にはアブドゥラザク・ベン＝ハッジ＝ゼクリ氏Abdurrazak Ben Haj Zekri が就任しました。また、TICAD VI開催国ケニアを代表する理事として、フローレンス・シェブオ氏 Florence Syevuoが、理事会の中でのTICAD VI調整担当者に就任しました。ムーキ氏は前期理事会の 副議長で、トゥーレ氏とムンバ氏は顧問を務めていました。アブドゥラザク・ベン＝ハッジ＝ゼクリ氏 は2015年ノーベル賞を受賞した「チュニジア国民対話カルテット」を構成する一組織、「チュニジア人 権擁護連盟」の事務局長です。
ムーキ代表は、「TICAD VIはCCfAや市民ネットワーク for TICAD、共催団体だけのためのもので はありません。それは、すべてのアフリカ人のためのものです。それゆえ、CCfAはTICAD共催団体 やすべての関係者に対して、アフリカ全土の市民の声をしっかりと提出していく予定です。これが私た ちのアフリカへの約束です」と述べました。計画の実施にあたっては、アフリカの開発ニーズに取り組 むあらゆる分野で活動する市民社会に対して、アウトリーチしていく予定です。これについて、ムーキ 氏は、「CCfAの会員や非会員も含めてアウトリーチし、すべてのアフリカの開発課題をTICAD VIへ 持ち込んでいくことが大事です。このことは、日本のカウンターパートである『市民ネットワークfor TICAD』や国連開発計画、アフリカ連合委員会、ここに挙げなかった他のパートナーの支援があれば、 成し遂げられると信じています。」と指摘しました。

Is Africa’s Civil Society Ready for TICAD VI
Civic Commission for Africa’s (CCfA) Just Ended General Assembly Gave a Mandate to the Continental Executive Board to Put Structures in Place to Ensure Africa’s CSOs Full Participation in the Upcoming TICAD VI
Nairobi Kenya, November 25, 2015: At the just ended Civic Commission for Africa (CCfA) General Assembly that ran from the 24th to 25th November 2015 in Nairobi Kenya, CCfA could not be more certain that Africa’s civil society would be ready for the upcoming TICAD (Tokyo International Conference for Africa’s Development) VI summit 2016, coming to Africa for the first time since the first TICAD in over 20 years. The Executive have a full mandate to ensure that all Africa’s peoples voices are brought before the TICAD Co-organizers, namely the Government of Japan, African Heads of State, The African Union Commission, The UN Head Quarters, UNDP, World Bank and other players in the historic conference on Africa’s development that was started by the Japan government in 1993.
The decision to hold the GA in Kenya was arrived at following the announcement of Kenya as the host country for TICAD VI in 2016. The GA was part of both CSOs from Africa through CCfA and their Japanese counterpart, Japan Citizen network for TICAD (JCNT) efforts at mobilising and sensitizing citizen’s of Kenya and Africa as a whole to the upcoming TICAD VI summit, which for the first time in the history of TICAD is going to be held in Africa. The GA brought together delegates from Southern, Eastern, Central, Western and North Africa.
CCfA is a Pan-African lobby and advocacy civil society network established in 2007, originally set-up to mobilize African civil society for TICAD IV and G8 Summit in 2008. Since then the members have participated and made submissions on policy proposals at all the TICAD IV Follow-up Ministerial Meetings that took place from 2009 to 2012 and also participated during TICAD V in Yokohama Japan in 2013. The organization’s focus is on, amongst others, assisting in monitoring development investments to Africa through ODA, FDI and other such, especially of the TICAD process. “We endeavour to engender a healthy cooperation amongst African countries, Africa’s private sector and Africans in the Diaspora for acceleration of Africa’s sustainable development. And the lobbying and advocacy is targeted at African Heads of State, the AU and RECs levels; Development Partners, the Private Sectors, the Diaspora and Africa’s High Net Worth Individuals (HNWI) said the newly elected President Ms Mooki.
The two civil society organizations, CCfA and JCNT, started their preparation for TICAD VI in February 2015 when they held a joint strategy meeting the theme of which was ‘Urging Japan, through the TICAD process, to accelerate development efforts towards Africa’s sustainability – Utilizing the Momentum of TICAD VI in Africa in 2016’. All objectives of the just ended GA were achieved, which were, but not limited to, the election of a Continental Executive Board to oversee the implementation and monitoring of a 3 year strategic plan for CCfA; and to gather a mandate from the General Assembly to begin to implement the outcomes from the Kampala February 2015 joint strategy meeting in preparation for the 2016 TICAD VI.

The General Assembly elected Ms Maungo T Mooki, the SADC Representative as the new CCfA President for the period November 2015 to November 2018, Dr Willbraod Dze-Ngwa, the Central Africa Representative, The new Vice President, Africa Affairs; Dr Mountaga Toure an African in the Diaspora, the Vice President, International Relations; Ms Olive Mumba, the East Africa Representative as the Treasurer; Mr Oumarou Paul Koalaga from Burkina Faso as the West Africa Representative; Mr Abderrazak BEN HAJ ZEKRI from Tunisia as the North Africa Representative and Ms Florence Syevuo from Kenya as the main coordinator from Kenya for TICAD VI. Ms Mooki was the Vice President in the last Executive and both Dr Toure and Ms Mumba were advisors to the outgoing board. Mr Abderrazak BEN HAJ ZEKRI comes from the Tunisia quartet ‘La LigueTunisiennedes Droits de l’Homme who are the 2015 Nobel Peace Prize Laureate.
“TICAD VI is not for CCfA, JCNT and the Co-organizers, but it is for all Africans. And as such, CCfA is going to ensure that voices from all corners of Africa are brought before all TICAD co-organizers and stakeholders. That is our promise to Africa”, said Ms Mooki. And how they plan to do this she said is by reaching out to all CSOs working in all thematic areas addressing Africa’s development needs. “This means reaching out to both members and non members of CCfA to ensure that all Africa’s development challenges are brought to TICAD VI. And with the support of our partners like JCNT, UNDP, World Bank, AUC, and others not mentioned here, we know that this is doable”, said the newly elected CCfA President Ms Maungo T Mooki.
